Latvia host Finland in their Europe/Africa Zone Group II third round tie, with the winners gaining promotion to Zone Group I for next year. This will be only the second meeting of these two sides, with Latvia having won the previous encounter 3-2 in 2007.
Lead by their talisman, Ernests Gulbis, Latvia fought back from 2-1 down to defeat Monaco in the previous round. Gulbis won both of his singles rubbers to force the tie into a deciding fifth and, when Jean-Rene Lisnard was forced to retire, Latvia were through to the third round.
Finland's route to the third round was easier than their opponents. They had wrapped up a victory over Ireland in just two days. When Harri Heliovaara defeated James McGee 46 64 76(1) 67(4) 64 in the opening rubber, Finland were confident that they could triumph in 2 days, and Jarkko Nieminen delivered that victory, winning his singles as well as the doubles.
