Group II newcomers Vietnam host Pakistan in a tie that has been moved to mid-February in order to avoid a clash with celebrations for Chinese New Year. Although the teams have faced each other three times previously, there has only been one meeting in the past 40 years; that was in 2008, when Pakistan were comfortable 3-0 victors in a Zone Group III round-robin match.
In 2013, Vietnam enjoyed their most successful season since their return to Davis Cup in 2003. After winning all three of their round-robin matches, a 2-1 win against Hong Kong confirmed promotion as the winners of Zone Group III.
After a first round victory over Sri Lanka, Pakistan were defeated by New Zealand in the Group II semifinal in bizarre circumstances, as the match referee deemed the chosen court unplayable and awarded New Zealand a walkover. This was the fifth consecutive year that Pakistan had reached the Group II semifinal.
