Jarkko Nieminen delivered for Finland, as he so often has done in the past, to see off Bulgaria and take the first step to a promotion to Zone Group I in 2015. Nieminen and Bulgaria's Dimitar Kutrovsky each won a singles match on the opening day, to leave the tie evenly poised going into the doubles on Saturday. Pairing with Henri Kontinen, Nieminen defeated Kutrovsky and Tihomir Grozdanov to put the Finns on the cusp of victory. However, Nieminen was given a scare by the lower-ranked Kutrovsky in the reverse singles, eventually winning a tight five setter having been two sets to one down at one stage. The result means that Bulgaria will have to compete in a relegation play-off in April.
