Russia succumbed to a 4-1 defeat at home to Italy in their World Group play-off. Teymuraz Gabashvili took the first rubber for the hosts, but Fabio Fognini won three straight rubbers - two singles and a doubles with Simone Bolelli - to claim the tie for the Italians.
Russia has won the title twice - in 2002 and 2006 - and finished runner-up on three further occasions. Until 1991, Russian players competed under the flag of USSR, and then CIS in 1992.
